1. validate_vat_number — structure only
2. verify_vat_vies — live VIES (unavailable ≠ invalid)
3. lookup_peppol_participant — directory lookup, not send

Keep the receipt beside your CRM/ERP result. A source outage is not a negative verdict. Sanctions are EU-list-only; TARIC results are candidates; EPREL fields are supplier-declared.
