AI-Powered Regulatory Review
New York Governor Kathy Hochul has revealed that her administration is using artificial intelligence to examine every rule, regulation, and policy in the state. The goal is to identify and remove outdated legislation.
During an interview on Bloomberg's Odd Lots podcast, Hochul explained that her team deployed AI to sift through the state's extensive regulatory framework. The technology allowed them to complete the review in just a couple of months, a task she estimated would have taken five years with human staff alone.
Outdated Laws Identified
Hochul cited specific examples of antiquated rules discovered through the AI analysis. These include a $25 fee required to take a dog hunting and a stipulation that pregnant individuals need a permit to work after midnight. The governor said these findings will enable her and state agencies to eliminate such outdated regulations.
"I want a government that's not on your back but on your side, and using AI has been powerful to do that," Hochul told Bloomberg. "I think every level of government should use this... I'm going to make dramatic changes using the power of AI."

Context: Data Center Moratorium
The announcement comes shortly after New York became the first state to impose a moratorium on new hyperscale data centers. The pause, which lasts up to a year, allows state lawmakers to develop regulations protecting residents from rising utility costs and threats to natural resources posed by massive data centers.
Broader Implications
Hochul's use of AI for regulatory review marks a significant application of the technology in government operations. While she signed a moratorium on new AI data centers, she is clearly embracing AI as a tool for improving government efficiency. The initiative demonstrates how AI can be used to streamline bureaucratic processes and modernize state governance.
