SoftBank Group has announced a massive plan to invest up to €75 billion, or roughly $87 billion, in building data center capacity across France. The Japanese conglomerate said the goal is to develop and operate up to 5 gigawatts of additional data center capacity, making it the company's largest AI infrastructure investment in Europe to date.
The first phase of the project will focus on three locations in northern France: Dunkirk (specifically Loon-Plage), Bosquel, and Bouchain. These sites are expected to deliver 3.1 gigawatts of capacity to the Hauts-de-France region by 2031. SoftBank is both an investor in and a customer of OpenAI, the creator of ChatGPT.
French government welcomes the investment
French economic minister Roland Lescure praised the announcement in a statement, calling it a "testament to President Emmanuel Macron's ambition to position France as a leading destination all along the AI value chain." The French government has been actively courting tech investments, particularly in artificial intelligence, as part of Macron's broader industrial strategy.
Data center growth faces headwinds in the US
The expansion comes at a time when data center construction in the United States is facing growing opposition. Environmental groups and local communities have raised concerns about the immense energy consumption of these facilities, their impact on electrical grids, and potential increases in utility prices for residents. SoftBank itself is pushing ahead with a data center project in Ohio that will be powered by a new 9.2 gigawatt natural gas plant.

SoftBank Group, led by founder Masayoshi Son, has long been a major player in technology investing through its Vision Fund. In recent years it has intensified its focus on artificial intelligence. The company holds a significant stake in Arm, the British chip designer whose architecture powers most smartphone processors and is increasingly used in AI data centers. SoftBank's relationship with OpenAI began with an investment and has deepened as OpenAI's compute needs have grown.

The announcement did not address how SoftBank plans to power the French data centers.
