President Donald Trump has delayed signing an executive order that would have given the U.S. government authority to assess artificial intelligence models before they are released to the public.

Trump told the White House press pool that he was not satisfied with the wording of the order. "I didn't like certain aspects of it," he said. "We're leading China, we're leading everybody, and I don't want to do anything that's going to get in the way of that leading."

According to multiple reports, an unofficial reason for the delay was that not enough top technology company CEOs could travel to Washington, D.C. on short notice. The signing of such an order typically comes with a photo opportunity featuring industry leaders.

What the order would have done

The proposed executive order would have tasked the Office of the National Cyber Director and other federal agencies with creating a process to evaluate AI models for security vulnerabilities before they are launched. The move was partly a response to concerns triggered by recent releases from two leading AI companies: Anthropic's Mythos model and OpenAI's GPT-5.5 Cyber. Both of those models are reportedly capable of rapidly identifying and exploiting security weaknesses in computer systems.

The order aimed to give the government a window to review powerful AI systems before they reached the market, addressing growing worries about the potential misuse of advanced AI for cyberattacks or other harmful purposes.

One of the main disagreements over the order's language, according to CNN, was a proposed requirement that AI companies submit their most advanced models to the government for review between 14 and 90 days ahead of public launch. Tech firms pushed back on this provision, arguing it could slow innovation and expose proprietary technology.

Trump expressed concern that the executive order's current language "could have been a blocker" for U.S. AI leadership. He did not specify which parts he wanted changed, but his comments suggest he wants to avoid any regulation that might put American AI companies at a competitive disadvantage against foreign rivals, particularly China.

The delay leaves the future of AI security regulation uncertain. The executive order had been expected to be one of the administration's first major policy moves on AI, balancing national security interests with the desire to maintain the country's lead in the technology.

Anthropic and OpenAI, the two companies whose models prompted the security concerns, are among the most prominent names in artificial intelligence. Anthropic focuses on building AI systems that are safe and aligned with human values. OpenAI, maker of GPT-5.5 Cyber, has pushed the boundaries of large language models. Both companies have faced scrutiny over the potential for their models to be used in cyberattacks.

For now, the administration has not announced a new date for signing the order. The White House did not respond to requests for additional comment.
