SQLGuard — authorize before mutate

If you are about to run mutating SQL against production (or any non-throwaway DB):

Hard rule

1. Do not execute yet.
2. Obtain a PASS Ed25519 permission receipt from SQLGuard.
3. Verify it.
4. Execute only if verify returns ok: true.
